About

The goal comes first, then the country

The question is not which country is best, but what the structure must achieve for a particular family. We define the goal and architecture first, then select the jurisdictions.

Principles

How we work

We begin with the goal — mobility, tax planning, children's education or a contingency plan — rather than with a programme. If an investment route does not solve the problem, we say so upfront.

We work with authorised local agents where the programme requires them.

Our service fee is fixed and does not depend on the size of the selected investment.

We review background and source of funds before official filing.

We engage local legal and tax advisers for the selected jurisdiction.

We remain involved after approval: renewals, tax residence, banking and schools.

A letter from the founder

Sveta Zheremiash, founder of FORMA FLAGA
“People reach me after the main payments have already been made, only to find that the passport was chosen for the wrong objective.”

My name is Sveta Zheremiash. I live in Lisbon and I have spent fifteen years working in law, immigration and international business. Different countries, different rules. The goal never changes: make it work for the client.

Most people reach me after the main payments have already been made. The passport was chosen for travel freedom, but the EU and the United Kingdom introduced visa requirements for Vanuatu citizens; the restrictions also affected passports issued earlier. Or the programme was chosen for tax reasons, but the client’s tax residence did not change. These limitations can be checked in advance. What matters is hearing about them before the contract, not after.

I say it before. We do not start with a country; we start with the objective: what should change in your life on the day the document is in your hands. Travel. Taxes. A bank that will open an account. A fallback for the family. School for the children. Different objectives call for different programmes, and some objectives cannot be solved with a passport at all. Then we calculate the full amount for the whole family, including every charge, rather than quoting a “from” price. We review your background and source of funds before any government charges are paid. If the preliminary review shows a high refusal risk, we do not file the application. This helps avoid non-refundable costs and the effect a refusal could have on later applications.

Our fee is fixed and does not depend on the investment amount. That lets us select a programme for your objective rather than for the size of the budget.

I don’t think people need more options. There are already twenty of them, and in a brochure they all look excellent. What people need is someone who looks at their situation and says: this one fits you, this one does not, and here is why. That is what Forma Flaga does.
