São Tomé and Príncipe is a route taken less for the passport than for Portugal. The country belongs to the CPLP community of Portuguese-speaking states, which allows entry to Portugal without a prior visa and the right to file for a residence permit once there. The fixed turnkey total is $115,000 for one applicant and $120,000 for a family of up to four, then $5,000 for each further dependant. The total includes the government contribution, charges, pre-filing compliance, the licensed agent's work, document legalisation and support through to issue. Processing runs eight to twelve months and no visit is required. The passport itself is modest: visa-free entry to 58 destinations and 74th place worldwide. And the part usually left unsaid — the citizenship alone does not grant the right to live in the European Union. CPLP membership only eases entry and the residence application in Portugal; that status is obtained separately.
