Where did the 12 November date come from?
Antigua News reported on 25 October that Prime Minister Gaston Browne said Antigua and Barbuda was considering suspending its citizenship by investment programme to preserve Schengen visa-free travel. His account of the EU discussions referred to 12 November; the report said Cabinet had not reached a final decision.
This concerns a possible government response to European demands, not an adopted decision to remove visa-free access for all Caribbean citizens on that date. We have not independently confirmed the text of the new European Commission requirement.
Why is 2028 also being discussed?
Antigua and Barbuda's government earlier published an account of a European Commission letter dated 25 June 2026, requesting that the programme be phased out by 1 June 2028. The July statement also referred to similar communications to Dominica, Grenada, St Kitts and Nevis, and Saint Lucia.
The July document and October report concern different stages of discussions. They do not automatically establish that the earlier timetable has been replaced, that the later date ends travel rights, or that all five countries have adopted the same response.
A programme pause, an issued passport and visa-free access are different questions
The revised EU suspension framework can take account of investor citizenship granted without a genuine link to the country. The Caribbean policy risk therefore has an official legal foundation; it is not simply an argument between agents.
For each announcement, identify the action involved. The treatment of a pending file, the validity of an issued document and the rules for entry require separate checks. One press release cannot answer all three.
| What changes | What to establish |
|---|---|
| Acceptance of applications | The effective date and treatment of existing files |
| Citizenship-granting rules | Any transitional provisions for the individual application |
| Travel rules | Affected nationals, the adopted legal act and its effective date |

Does this make Vanuatu better value?
For someone seeking another citizenship within a limited budget, Vanuatu may deserve a fresh comparison. The argument must be economic and personal: is the applicant eligible, and is the status useful without visa-free European travel?
Vanuatu has already been removed from the EU visa-exempt list. It cannot be sold as the remaining back door into Schengen. A lower price does not make two passports equivalent in the rights or practical benefits they provide.
Test your decision without its main advertised benefit
Remove the words 'visa-free Europe' from the presentation and ask whether you would still pay the same amount. If not, the purchase may depend too heavily on a benefit controlled by neither the agent nor the investor.
Write down your criteria before a consultation. Separate what is essential from what you would trade for a lower cost. This turns news into an opportunity to reassess the plan, rather than a reason to rush into payment.
- Which trips do you need each year, and which passport do you use now?
- Do you want another citizenship or permission to live in a particular European country?
- Does every family member meet the current eligibility requirements?
- Which payments remain non-refundable if the file is refused or processing stops?
- Does the family have a fallback route independent of this passport?
What to request before the next payment
Request current written confirmation that applications are accepted, the authorised agent's identity and the contractual treatment of a programme change. For a pending application, obtain its registered status and any official notice rather than relying on a general sales email.
A news report alone is not a reason to cancel a file immediately or transfer the remaining balance. First reconcile the documents for your own application with the receiving party's position. If European residence is the priority, assess a residence route separately from citizenship.
A FORMA FLAGA consultation can start with that distinction: a second passport, a European base or two separate solutions. We compare the objectives and costs without treating continued visa-free travel as guaranteed.
Frequently asked questions
Will Caribbean passports lose Schengen access on 12 November 2026?
At the review date, the sources examined do not establish such a blanket adopted cancellation. The date appears in reporting on Antigua and Barbuda's prime minister's remarks. Check subsequent official decisions, their coverage and effective dates.
Does suspending a programme invalidate passports already issued?
That should not be assumed. New applications, existing citizenship and visa conditions are separate issues. The consequences depend on the specific adopted documents.
Does Vanuatu provide visa-free Schengen entry?
No. Its European visa exemption has ended. Assess its price and the practical value of citizenship for the family, not a promise of visa-free Europe.
Should I apply urgently before a programme closes?
A headline alone is not enough. Confirm applicant eligibility, file acceptance, payment stages and the rules if conditions change. A deposit does not guarantee preservation of earlier terms.
