Caribbean Citizenship and Schengen Risk: A Decision Guide for US Investors

Caribbean citizenship by investment needs a clear purpose if you already hold a US passport. Assess Schengen risk, compare Vanuatu on equal terms and separate a second passport from the right to live in Europe.

What would a second passport actually add?

US passport holders can generally make short tourism or business visits to the Schengen Area for up to 90 days in any 180-day period. Longer stays and activities such as study or work need a separate check. That existing access changes the investment question.

Rather than paying for a benefit you broadly already have, identify the additional outcome you want. That could mean a different citizenship for family planning, a particular country in which to build a life, or a route independent of a single nationality. Each requires its own evidence; a passport ranking cannot establish it.

What the Caribbean news does—and does not—establish

Antigua News reported on 25 October that Antigua and Barbuda's prime minister described possible programme suspension and a 12 November deadline in discussions with EU representatives. The report said a final Cabinet decision had not been reached.

Separately, the EU Council's revised suspension framework identifies investor citizenship without a genuine link to the country as a possible ground for ending visa exemption. A legal risk is therefore real; a blanket Caribbean cancellation on a particular November date is not established by those two sources.

Distinguish three things when reviewing a proposal: whether the country accepts new applications, how existing files are treated, and what travel rules apply to an issued passport. Ask your adviser to identify the document supporting each answer.

Run a no-Schengen-premium test

Take the proposed citizenship out of the sales presentation and put it into your own plan. If visa-free Schengen travel were unavailable on that passport, would you still proceed at the quoted price? The answer helps reveal whether the purchase stands on its own.

This is a decision exercise, not a prediction. A family with a defined connection to the issuing country may judge the benefits differently from a traveller who wants a convenient document. Neither should rely on an agent's assurance that foreign visa policy will never change.

Where Vanuatu belongs in the comparison

Vanuatu can be worth evaluating when the objective is a second citizenship and the full budget is a constraint. It should not be presented as the last visa-free back door into Europe: the EU ended its visa exemption.

Ask for current, like-for-like quotes covering the same people and services. Then compare the practical outcome. A cheaper proposal that does not support your family's priorities is not a saving; an expensive one built around a fragile benefit is not automatically safer.

Do not deduct an assumed investment repayment from the money you need to commit today. If a proposal includes an investment component, its liquidity and risk deserve their own review rather than being treated as a guaranteed discount.

Keep the US tax review independent

The IRS states that US citizens abroad generally remain subject to US filing rules, with income, filing status and age relevant to the obligation. Worldwide income and, where applicable, foreign-asset or account reporting belong in the review.

Acquiring another citizenship does not by itself switch off those obligations. Before paying, ask a US-qualified tax adviser how the actual structure—donation, investment, property or account—affects your circumstances. Do not use a generic 'tax-free passport' claim as your tax plan.

If the goal is Europe, compare a residence route instead

An American who wants a seasonal base, a child's education plan or an eventual move has a residence question before a citizenship question. The relevant comparison is between routes that support the intended life, not simply between two passport prices.

Greece can belong on that separate shortlist if a qualifying investment and the family's eligibility make sense. Property suitability, immigration approval and US tax treatment still require separate work. Neither a property purchase nor a residence card should be described as an automatic EU passport.

Write a one-page brief before choosing a programme

List the people applying, all their nationalities, the countries where you actually want to live and travel, the capital available and any non-negotiable deadline. Add a separate column for assumptions that depend on future policy.

That brief makes the consultation useful. FORMA FLAGA can help compare the relevant options and the next questions to resolve, without treating a news deadline as a reason to skip due diligence. The result may be a citizenship application, a residence plan—or a decision not to proceed yet.

Frequently asked questions

Do Americans need Caribbean citizenship to visit Schengen countries?

Generally not for qualifying short visits within the applicable limits on a US passport. A different purpose or a longer stay can require a visa or residence permission. Check your individual travel circumstances.

Will Caribbean countries lose Schengen access on 12 November?

The reported deadline should not be treated as an adopted blanket cancellation date. Check subsequent official decisions, their coverage and effective dates before relying on any travel benefit.

Is Vanuatu protected from further policy changes?

No programme or passport should be marketed as immune to future change. Vanuatu's European visa exemption has already ended; its suitability needs to rest on other benefits relevant to you.

Does a second passport remove US tax filing requirements?

No, acquiring another passport does not by itself end the obligations arising from US citizenship. Get advice from a qualified US tax professional on the particular transaction and reporting requirements.
