The CIIP route discussed here includes an investment component. That is why descriptions often mention a repayment after five years. Before including it in your financial plan, read the document creating the right to a payment: who owes it, what conditions apply and what happens if it is delayed.
A Citizenship Commission statement confirms that the $50,000 CIIP investment component is mandatory. That statement is not a government guarantee of returns or a promise to repay every applicant.

DSP starts with a lower outlay for a single applicant
For an individual, the starting comparison is $130,000 under DSP against $165,000 in the CIIP proposal discussed here. That is a $35,000 difference before additional expenses. Keeping that cash available may matter more than a possible payment several years later.
A larger initial payment does not automatically make CIIP unsuitable. It may interest someone willing to review investment documents and commit capital for the required period. The problem is choosing it solely because a future repayment makes the apparent cost look lower.
Ask a practical question: could you still meet your financial commitments if the expected payment arrived late? If the answer is no, do not rely on it to fund essential family expenditure.
A family application changes the comparison
You cannot multiply a single-applicant price by the number of relatives. The published DSP table gives a $180,000 base contribution for a couple with two children. For that family, it is worth obtaining a separate CIIP quotation rather than assuming that the cheapest individual route remains cheapest.
Our CIIP overview uses a starting amount of $165,000 for a family of up to four. This describes a particular proposal. It does not mean any group of four relatives qualifies. Children's ages, dependency and relationships must be checked before payment.
Ask for two written quotations covering exactly the same people. List screening, passport expenses, translations, biometrics and professional services. If one quote includes those items and the other leaves them out, the difference in the final line tells you very little.
Six questions about the CIIP investment documents
An investment, a repayment right and a buyback are not interchangeable terms. The documents should identify the instrument you receive and the party responsible for any payment. A sales illustration is not enough to establish those rights.
Do not subtract $50,000 from today's payment and call the balance the final passport cost. You need the payment conditions, timing, expenses and performance risk before making that assessment. Even a contractual obligation requires attention to the counterparty and how your rights can be enforced.

- Is payment contractually required or dependent on a decision, performance or liquidity?
- Are there deductions, fees or early-exit conditions?
- What happens after a delay, dispute or change in management?

Neither route restores visa-free access to Europe
Choose between the financial terms and procedures. Neither the programme name nor a larger investment overrides another country's entry rules. Vanuatu nationals require visas for the Schengen Area and the United Kingdom.
Banking and tax residence also need separate assessments. A new passport does not oblige a bank to accept an account application or end tax obligations where you live. If those are your main goals, discuss them before applying for citizenship.
Choose using the family file, full budget and contract
Start with the eligible family members, the amount you can commit now and your tolerance for investment risk. Then obtain a full quotation for each suitable route. The document checks and payment sequence should be clear before work begins.
