Before ordering certificates, decide who will be included: you alone, a spouse, children or other eligible dependants. Ages, financial dependency, previous nationalities and countries of residence can all affect the file. A generic checklist is a starting point, not a substitute for reviewing the family.
On the first call we discuss your reason for seeking second citizenship, your budget and the documents already available. For an initial assessment we usually start with passport scans and a domestic identity document where your country issues one. We agree what information is necessary and how to share it securely before requesting the full financial file.
This guide combines public programme rules with FORMA FLAGA's working process. The individual timings below are service-planning estimates, not statutory response deadlines for government departments.
The Vanuatu citizenship document checklist
The core file establishes identity, relationships, employment and source of funds. Supply readable scans with English translations. Confirm certification, original-document and validity requirements before submission; an ordinary translation may not meet every requirement.
The checklist below is the one we use to organise preparation. Diplomas, awards and professional certificates are included where available. You do not need a collection of awards to apply, and a domestic passport is relevant only if your country issues one.

A bank balance is only part of the source-of-funds story
An account statement shows how much money is available. It does not always show how that money was earned. A well-prepared file connects the income, supporting documents and transfers without leaving unexplained gaps.
Consider an applicant funding the contribution from a property sale. Ownership records, the sale agreement and receipt of the proceeds establish a useful chain. Dividend income needs a different chain: an interest in the business, a distribution decision and the credit to the shareholder's account. These are preparation examples, not a formula that guarantees approval.
Tell your adviser early if somebody else will make the payment. A family relationship or shared business does not remove questions about the payer and the money. Do not disguise the account owner or change the stated purpose of a transfer to simplify the application.
- Salary savings: employment and income evidence supported by incoming payments.
- Business income: ownership, financial records and the basis for distributions.
- Asset sale: ownership, transaction documents and receipt of proceeds.
- Inheritance or a gift: the legal basis of the transfer and further evidence if requested.
Preliminary screening does not replace official due diligence
Early screening helps identify issues before the main expenditure: inconsistent names, incomplete company information, an unexplained receipt or a previous refusal. It does not justify a claim that citizenship can be predicted with 99% accuracy.
Official due diligence forms part of Vanuatu's procedure. The regulatory framework provides for the FIU and an external screening organisation; further documents may be requested. FORMA FLAGA helps prepare responses and coordinate the application, but does not decide whether citizenship is granted.
A criminal record, litigation, sanctions exposure or a complicated business history needs an early legal assessment. Disclosing the issue before submission gives the team time to understand it. Discovering an omission during screening creates an additional problem.

This is our working sequence. Some activities overlap; others depend on documents arriving or an appointment becoming available. Adding every maximum together does not produce a government-guaranteed completion date.

Following the scheduled payment, the case proceeds for Commission consideration. A positive preliminary decision takes the form of Approval in Principle, or AIP. Our plan provides for final payment within 30 days of AIP; the actual notice and agreement govern the deadline.

Complete the agreed payment and arrange the oath. Our working process provides for a video appointment, with the available format confirmed before booking.

The citizenship certificate and subsequent registration documents are arranged. Registration in Vanuatu does not change the actual country or date of birth.

Confirm the location and appointment. Our process considers Vanuatu, the UAE or Hong Kong, subject to availability. An officer visit, where possible, is separately charged.

Arrange secure delivery after issuance. Citizenship approval and having the passport in your hands are separate milestones.
Where an otherwise straightforward application can lose time
A family may complete its forms quickly and then wait for one clearance certificate from a former country of residence. A business owner may have every personal document but lack the resolution explaining a dividend payment. Start with the documents that are hardest to obtain, rather than the easiest forms to fill in.
Before submission, check names, translations, children's records and large incoming payments. Mention planned travel: an original document or an in-person appointment may be needed at an inconvenient time. Avoid tying non-refundable bookings or transactions to an estimated passport issue date.
What to bring to the first conversation
Know who is applying, where everyone lives, which nationalities they hold and what income will fund the contribution. If there is a deadline, explain what creates it: travel, an expiring document or family circumstances. That allows us to test the plan against the actual procedure.

Preparation and coordination can take place remotely, but a biometric passport requires biometric capture. Confirm the available location and arrangements for your case.
