This guide to Vanuatu citizenship by investment is written for readers and prospective investors who want a clear picture of the programme as it stands in 2026: the two routes, what each costs, who qualifies, how the process runs week by week, what the Vanuatu passport opens today, and what it no longer does.
Vanuatu citizenship is the fastest in the world to obtain. A complete file becomes a Vanuatu passport in 90 days or less. It is also the least expensive full citizenship available, at USD 130,000 in government contribution. What has changed since 2023 is the passport's reach and some of the paperwork, and this guide is candid about both.
If, after reading, you want to know whether the programme fits your situation, a short call is the quickest way to find out.

Two Programmes, in Plain Terms
Vanuatu grants citizenship by investment through two routes. Both lead to the same citizenship and the same passport; they differ in the shape of the payment.
DSP, the Development Support Programme. A one-time, non-refundable contribution to the Vanuatu government's development fund. The amount depends on the number of people in the application. This is the simplest route and the cheapest for a single applicant or a couple.
CIIP, the Capital Investment Immigration Plan. One fixed contribution that covers a family of up to four people. USD 50,000 of it is not a donation but an investment in a government-approved project, which the programme describes as redeemable after five years.
Which route fits your family:
- 1 person – the DSP. USD 130,000 against USD 165,000 under the CIIP. There is nothing to weigh up.
- 2 people – the DSP. USD 150,000 against USD 165,000, so the DSP saves USD 15,000 today; the CIIP costs more now but places USD 50,000 in an investment that may be returned later.
- 3 people – the CIIP. Both routes cost USD 165,000. At the same price the CIIP includes USD 50,000 that may come back.
- 4 people – the CIIP. Again USD 165,000 under both, with the same possible return of USD 50,000.
- 5 people or more – the CIIP. Each further member is USD 20,000, and the DSP offers no equivalent advantage at this size.
Investment Criteria for Vanuatu Citizenship
Development Support Programme (DSP): The Donation Route
The government contribution under the DSP is fixed and published by the Citizenship Office:
- Single applicant: USD 130,000
- Married couple: USD 150,000
- Couple with one or two children: USD 165,000
- Each further child: USD 15,000
A spouse can be added to an existing single application for USD 20,000.
For a couple with children the CIIP below costs exactly the same and includes a component that may be returned. The DSP remains available at these amounts for anyone who prefers a fully non-refundable structure with nothing to track afterwards.
Capital Investment Immigration Plan (CIIP): The Contribution and Investment Route
The CIIP is priced as one amount for a family of one to four:
- Applicant, spouse and up to two children: USD 165,000
- Of which USD 50,000 is an investment in a government-approved project
- Fifth and each further family member: USD 20,000
Adding a spouse or children within the four-person limit does not change the contribution.
About the USD 50,000. This is the part of the programme that is most often oversold, so it is worth stating plainly. The money goes into a commercial project, not a government bond. The programme presents it as redeemable after five years. Like any investment it carries risk: there is no guaranteed yield, and there is no guarantee the principal returns, because the project is not insured against failure. Read the project documents before signing, and budget as if the money may not come back.
Even on that footing, the family arithmetic is simple. A couple with one or two children pays USD 165,000 under either route. Under the DSP that is the end of it. Under the CIIP, USD 50,000 of the same amount may come back after five years, bringing the family's citizenship to USD 115,000. If it does not come back, nothing was lost against the alternative. The investment is a possible bonus, not a risk taken in order to save money.
Other Fees and Costs
- Biometric enrolment: USD 1,000 per person, paid at the enrolment point in Dubai, Hong Kong or Vanuatu. If none of those is reachable, an officer can travel to you, from USD 3,000, adding one to two weeks.
- Vanuatu ID card and birth certificate: required for every new citizen since July 2025 and obtained as part of the process.
- Change of name on the new documents: USD 5,000.
- Your own costs: a medical certificate and courier fees on your side.
Official due diligence is included in the initial payment stage; there is no separate due diligence charge. Professional fees for the licensed agent are fixed and quoted on the initial call, once the route and family size are clear.
DSP or CIIP: The Difference in One Table
| Family size | DSP contribution | CIIP contribution | CIIP if USD 50,000 is returned | Better route |
|---|---|---|---|---|
| 1 person | USD 130,000 | USD 165,000 | USD 115,000 | DSP |
| 2 persons | USD 150,000 | USD 165,000 | USD 115,000 | DSP |
| 3 persons | USD 165,000 | USD 165,000 | USD 115,000 | CIIP |
| 4 persons | USD 165,000 | USD 165,000 | USD 115,000 | CIIP |
Vanuatu Citizenship Process from Application to Passport
The whole sequence takes up to 90 days. Applicants whose documents are ready and who respond promptly finish well inside that window; an officer visit for biometrics adds one to two weeks.
- Introductory call, 1 day. Goals, route, timing. All that is needed is a scan of your passport.
- Contract, 1 day.
- Pre-check, 2 days. A preliminary screening against international databases, including Interpol. You see the result before any money moves.
- Initial payment and document collection, 7 days. The document package is assembled; translation into English and certification are handled for you. Official due diligence is included in this stage.
- Official due diligence, about 12 days. Vanuatu's Financial Intelligence Unit, Interpol and the Immigration Department run their checks. Copies of the official findings are sent to you as they arrive.
- Second payment and the Citizenship Commission, up to 20 days. The Commission sits twice a month. Its decision is the Approval in Principle (AIP): the government has accepted you, subject to the final payment, which is due within 30 days.
- Final payment and oath, 7 to 14 days. The government contribution is paid only now, after approval. The oath of allegiance is taken by video conference.
- Citizenship certificate, birth certificate and ID card, 5 to 7 days. All three are issued in Port Vila and collected on your behalf.
- Biometrics, 7 to 14 days. Fingerprints and photograph, in person, in the UAE, Hong Kong or Vanuatu, or through a visiting officer.
- Passport, 5 to 7 days. The biometric e-passport is printed in Port Vila and hand-delivered to you anywhere in the world.
The payment structure is the programme's best protection for the applicant. The large sums are staged after the government's own checks, and the contribution itself is paid only after the AIP has been issued. Nobody transfers a six-figure amount on the hope of an approval that has not yet been granted.
Eligibility for the Main Applicant and Dependants
Beyond the contribution, the Vanuatu citizenship programme sets a short list of conditions:
- Main applicant aged 18 or over
- No criminal record, evidenced by police clearance from every country of residence and citizenship
- Lawful and traceable source of funds
- Financial self-sufficiency without employment in Vanuatu
Eligible dependants are:
- Spouse, legally married to the main applicant
- Children up to 25. Children under 18 are included without further conditions. Children aged 18 to 25 must be unmarried, financially dependent on the main applicant and, as a rule, in full-time education.
- Parents aged 50 and over who are financially dependent on the main applicant or the spouse
Vanuatu citizenship is granted for life and is hereditary. Under Article 11 of the Constitution, anyone born after the Day of Independence, in Vanuatu or abroad, is a citizen of Vanuatu if at least one parent is a citizen. Children born to you after you naturalise are therefore citizens by descent, as are their children after them. Nothing needs to be renewed except the passport itself, every ten years.

What Decides How Fast Your Application Moves
One thing sets the pace, and it is not the size of the contribution: it is the money trail. A file that shows plainly where the funds were earned, where they have been held and which account they will be paid from clears the Financial Intelligence Unit in days. A file with gaps in that story adds weeks, because every gap has to be filled by correspondence. Preparing that narrative properly at the start is the single most useful thing an applicant can do.
Vanuatu Passport Ranking and Visa-Free Countries
The Vanuatu passport ranking is the part of most older guides that has aged worst, so precision matters.
The European Union suspended its visa waiver with Vanuatu in 2022, extended the suspension to all passport holders in February 2023, and in December 2024 removed Vanuatu from its visa-exempt list altogether, formalised in Regulation (EU) 2025/11. That is a repeal, not a pause; there is no timeline for restoration. The United Kingdom has required visas since July 2023. US visitor visas, once issued to Vanuatu citizens for five years, are now typically three months and single entry.
What remains is a passport with visa-free or visa-on-arrival access to roughly 85 to 93 destinations, depending on how each index counts. The Henley Passport Index placed Vanuatu in the mid-fifties by rank in 2026; Arton's Passport Index scored it at 93 destinations. The list of Vanuatu visa-free countries is heaviest in Asia-Pacific and the Caribbean and empty in Europe: Singapore, Hong Kong, Macao, Malaysia, Indonesia, Fiji and most of Oceania, plus most Caribbean states. Any page still advertising 118 or 130 visa-free countries for Vanuatu is quoting a pre-2023 number.
One development in 2026 is worth watching. Under the Nakamal Agreement with Australia, signed in June, Vanuatu will build mechanisms to distinguish investor citizens from other citizens, and Australia will offer "enhanced mobility" for Vanuatu visitors – a phrase not yet attached to any visa category, and reviewed annually.
Benefits of Vanuatu Citizenship
Speed. Up to 90 days, against six to twelve months for Caribbean programmes. For clients whose reason for a second passport is that circumstances at home are deteriorating, this is the decisive feature.
Price. The lowest government contribution of any full citizenship programme, with fixed, published amounts.
Citizenship for the family, for good. One application covers a spouse and children up to 25, and the citizenship is hereditary under Article 11 of the Constitution. It is not a status that has to be maintained by living somewhere or renewed by re-qualifying.
Tax. For many applicants this is the reason they look at Vanuatu at all. The country levies no personal income tax, no capital gains tax, no inheritance tax, no gift tax, no wealth tax and no tax on foreign-sourced income. There is no exit tax and no controlled-foreign-company regime. VAT of 15% applies to goods and services bought locally, and government revenue comes from that rather than from taxing residents.
For an entrepreneur, the practical shape of this is straightforward. An international company registered in Vanuatu pays no corporate income tax for 20 years, only a flat annual government fee, and its shareholders pay nothing on dividends or on the growth in the value of their shares. A family that relocates and becomes tax resident pays nothing on investment income earned anywhere in the world, and nothing when assets pass to the next generation.
Two caveats, stated plainly. Citizenship alone does not make you a tax resident of Vanuatu – that requires physical presence – and your current country keeps taxing you until you exit its residency under its own rules. US citizens remain taxable on worldwide income whatever else they hold. The regime rewards those who actually move their centre of life, or at least their corporate structure.
Dual citizenship. Vanuatu permits it. Whether your first country does is its own question. India, for one, terminates citizenship automatically on acquiring another.
Simplicity. No interview, no language test, no residence, no visit to Vanuatu. One short trip for biometrics, or none at all.
Commonwealth membership. Vanuatu is a member of the Commonwealth of Nations, the association of 56 states built around the former British Empire. For a citizen this is not a travel document in itself, but it opens doors that are closed to most other nationalities: Commonwealth citizens are eligible for the UK Ancestry visa route where they qualify, for Commonwealth Scholarship and Fellowship places at British universities, and for long-stay visitor and working-holiday categories that several Commonwealth states reserve for one another's nationals. Vanuatu's own membership also gives it a seat in the forums where Pacific mobility is negotiated, which is how the Australian ballot arrangements described above came about.
Vanuatu suits someone with a weak passport who needs Asia-Pacific mobility and a legal fallback quickly, at the lowest entry price on the market, and families who want a Plan B in place by next quarter rather than next year. It does not suit anyone buying a passport for Europe.
Vanuatu citizenship in 2026 is a narrower product than it was five years ago, sold at nearly the same price by a government with every reason to keep it working. For the right applicant it is still the most efficient second citizenship on the market. Finding out whether you are that applicant costs nothing: a passport scan, a short call, and a pre-check result within two days.
Frequently Asked Questions
Up to what age can children be included?
Up to 25. Children under 18 are included without conditions. Children aged 18 to 25 must be unmarried, financially dependent on the main applicant and, as a rule, in full-time education.
Is Vanuatu citizenship hereditary?
Yes. Article 11 of the Constitution grants citizenship to anyone born after the Day of Independence, in Vanuatu or abroad, if at least one parent is a citizen. It passes to your children and to later generations. Only the passport is renewed, every ten years.
Can I add a spouse or child after I have citizenship?
Yes. Under the DSP a spouse is added for USD 20,000; a couple with one or two children is USD 165,000, and each further child USD 15,000. Under the CIIP a spouse and up to two children are covered by the fixed USD 165,000; a fifth family member is USD 20,000.
DSP or CIIP, which should I choose?
One person or a couple: the DSP, it is cheaper. A couple with children: the CIIP, the same USD 165,000 as the DSP but with USD 50,000 that may be returned after five years.
Do I have to travel to Vanuatu?
No. The only in-person step is biometrics, which can be done in Dubai or Hong Kong, or by an officer who comes to you. The oath is taken by video conference.
How long does the process take?
Up to 90 days from contract to passport.
Is the contribution paid before or after approval?
After. The government contribution is paid only once the Citizenship Commission has issued the Approval in Principle.
Does the Vanuatu passport give visa-free access to the EU or UK?
No. The EU has required visas since 2022 and removed Vanuatu from its visa-exempt list in December 2024; the UK has required visas since 2023.
Do I have to renounce my previous citizenship?
No. Vanuatu recognises dual citizenship. Check your own country's rules on holding a second nationality.
How long is the passport valid?
Ten years for adults, five for children under 18. Renewal is handled through consular channels without travelling to Vanuatu. Citizenship itself is permanent.
How stringent is the due diligence?
Two layers: the agent's pre-check before filing, and the government's review by the FIU, Interpol and Immigration. The pre-check result is shared with you before any contribution is paid, so that an application only goes forward when it is expected to succeed.
