Can Russian citizens apply for Vanuatu citizenship?
March 2026 brought conflicting reports about Russian applicants. According to IMI's publication of the Citizenship Commission's 11 March clarification, a 9 March notice restricting Russian applicants had been issued in error and was withdrawn. The Commission confirmed that qualified Russian applicants could apply subject to due diligence.
That supports considering the route; it does not approve an individual. Before starting, check the instructions in force, every nationality held, residence, source of funds and the family composition. Even a positive news report cannot replace an up-to-date eligibility review.
Belarusian applicants need their own assessment under the current rules. The March clarification about Russia is not an individual authorisation for a Belarusian citizen. Obtain written confirmation of the conditions relevant to your profile before committing substantial funds.
Decide what the second passport needs to do
One applicant wants another citizenship for the family, another needs an additional travel document, and a third sees it as part of a future relocation. These goals call for different checks. If the main objective is living in a particular European country, start with that country's residence rules.
Write down three expected outcomes and test each one. For example: apply with a spouse, receive documents within an indicative period and understand entry conditions for two important destinations. That is more useful than comparing an abstract measure of passport strength.
Citizenship approval and passport delivery are also different milestones. Registration, biometrics and document production follow the decision. If another procedure requires the actual passport, plan around receiving it rather than an approval notice.
Pay attention to names, certificates and residence history
A name originally written in Cyrillic may appear differently in an old passport, a bank statement and a translated certificate. Identify those variations and the documents connecting them before filing, rather than leaving a reviewer to infer that they concern the same person.
If you have lived in several countries, establish which police clearances are required. Ordering every possible certificate may waste money, while ordering too early can leave you with expired documents at submission. Agree the countries and validity requirements first.
Family applications need evidence of marriage and relationships. Name changes, previous marriages, an adult child's independent earnings or different nationalities within a couple need individual attention. A family package does not automatically admit every relative.

Review payment arrangements before a payment falls due
Programme eligibility and the ability to make an international transfer are separate questions. Sending, receiving and intermediary banks may ask about the purpose, account holder and source of funds. A coherent document file helps answer those questions but cannot guarantee that a transfer will be accepted.
Confirm the beneficiary details, currency, permitted payer and evidence the bank requires. Use lawful, transparent payment arrangements. A suggestion to conceal nationality, the sender or the transaction's purpose is a reason to pause and obtain legal advice.
Business owners should distinguish company funds from personal money. A balance in a corporate account does not establish the basis for funding an individual's citizenship application. Evidence of an authorised distribution can matter more than the size of the balance.
Build the budget around the full application
The DSP base contribution starts at $130,000 for one person. FORMA FLAGA's proposal from $145,200 describes an agreed turnkey package. Those figures answer different questions: one is the programme's starting contribution, the other covers the described services and included expenses.
A family quotation depends on the number of applicants, ages, documents and programme. Translations, certificates, biometric travel and unusual payment circumstances may add expenses. The written quotation should identify what is included and what remains separate.
We use 60–90 days for planning. Document preparation, source-of-funds questions and biometric appointments can extend that estimate. Avoid promising a transaction counterparty that your new passport will definitely arrive on a particular date.
What a Vanuatu passport does not change automatically
Vanuatu nationals require visas for the Schengen Area and the United Kingdom. Older claims of visa-free access should not guide the decision. Always check the country and purpose: tourist entry and permission to live or work are separate matters.
A bank reviews more than the passport presented. Its forms may request all nationalities, birthplace, address, tax status and business information. Second citizenship does not erase those facts or remove applicable restrictions.
Separately check duties concerning nationality notifications, border documents and tax reporting in the countries connected with your circumstances. Russia and Belarus have different domestic rules; advice for one should not be copied to the other. Confirm individual deadlines and exceptions against your status.
Vanuatu citizenship and a Golden Visa are separate applications
If you are considering second citizenship followed by European residence, work backwards from the residence goal. A lawyer for the destination country should assess eligibility using all nationalities, residence, sanctions rules and source of funds. Then calculate the cost of the two procedures.
Holding a Vanuatu passport does not automatically establish eligibility for Greece's or Portugal's Golden Visa. Do not purchase property or subscribe to an investment product on the assumption that second citizenship has already settled that question.
Bring your intended residence plans, timing, budget and family details to the discussion. That helps establish whether the combination is useful, which stages are independent and which expenses arise before a residence decision.
