Vanuatu, Nauru, São Tomé or Sierra Leone: Comparing Citizenship Options

An individual with a tight budget and a couple with two children may reach different answers. First eliminate routes that do not fit the applicants' nationalities, family or source of funds. Then compare complete costs and the date by which the required document could arrive.

Vanuatu is worth examining when a clear application sequence and the choice between DSP and the CIIP investment arrangement matter. Nauru and São Tomé attract attention with low starting contributions. Sierra Leone adds options for individuals and joint applicants. These distinctions are more useful than a universal best-passport ranking.

This comparison was reviewed on 29 September 2026. Sierra Leone's October announcements are labelled separately, rather than presented as terms already in force today. None of the timings below guarantees a citizenship grant.

The end points are stated explicitly. One programme quotes time to approval; another includes passport production. Prices refer to contributions or published operator charges, not a standardised FORMA FLAGA package.

IMI reported on 26 September, citing the programme architect, that two routes were announced for 1 October 2026: Solo Entrepreneur at $95,000 plus $5,000 screening, without dependants; and Enterprise for two applicants at $80,000 each plus shared $5,000 screening. Families retain a separate Fast-Track route. Confirm launch and current contractual terms before payment.

The $50,000 offer with an additional gold purchase concerns permanent residence. It must not appear in a comparison as a $50,000 passport. The Immigration Department's January 2025 announcement also distinguished residence from measures facilitating investor naturalisation.

For a new route, ask for the legal basis, the receiving party's authority, the final document, the price breakdown and refusal provisions. The programme's commercial name cannot answer those questions. Inclusion in this guide does not mean FORMA FLAGA claims official-agent status for it.

DSP uses a non-refundable contribution. You assess the application cost without expecting to sell an asset later. CIIP includes an investment component with its own terms; a possible future payment should not be treated as money already returned to the family budget.

FORMA FLAGA publishes a detailed sequence from the initial conversation to passport delivery. That makes it possible to identify payment stages, government decisions and biometric arrangements. The 60–90-day planning window depends on document readiness and screening.

Use the same family composition when comparing Vanuatu with Nauru or São Tomé. Also compare DSP with CIIP within Vanuatu: the financial difference for a family may be quite different from the difference for one applicant.

For one Nauru applicant, the published temporary schedule gives: $90,000 contribution + $5,000 application + $6,000 screening + $1,200 bank charges + $500 passport = $102,700. This sums the listed charges, before professional services and document preparation.

São Tomé's published schedule gives a single-applicant calculation of $90,000 contribution + $5,000 submission + $750 documents = $95,750. For four family members: $95,000 + $5,000 + four times $750 = $103,000. Add services and individual expenses separately.

These examples demonstrate the method, not a binding quotation. Do not carry one country's family supplement into another's calculation. Even a child's birthday during preparation can change a fee category or require a fresh eligibility check.

Make a list of relatives with their ages, nationalities, marital status, employment and financial dependency. School-age children and financially independent adult children are different cases. Parents, brothers or sisters are not automatically eligible because a programme describes itself as family-friendly.

For São Tomé, check the current instructions on adult children and multiple nationalities separately. An operational memorandum dated 10 April 2026 introduced specific restrictions for these cases. Request subsequent written clarification before filing; a general marketing page should not be assumed to cancel the memorandum.

Also establish what happens if one relative needs further checks. Could that delay the full file? Which payments would already have been made? Can the family composition change? These questions should be answered before signing.

Ask for five milestones: preparation begins, the complete file is submitted, preliminary approval arrives, citizenship is granted and the passport is issued. That makes it clear why a two-month decision is not necessarily a passport in two months.

São Tomé's current description separates roughly two months to a decision from a further three to four months for the passport. This matters if the document is needed for another application or journey. Do not use an older brochure's shorter figure to make commitments to third parties.

Check personal attendance too. Remote document submission does not necessarily remove biometrics, an interview or other in-person requirements. Verify the arrangement for the country and document involved.

List five to ten destinations you use. For each, check visa-free entry, electronic authorisation, visa on arrival or a regular visa, together with permitted stay and purpose. A single passport-ranking number conceals those practical differences.

For Vanuatu, Schengen and UK visa requirements are particularly important. If European residence is the objective, assess a residence programme separately. A passport ranking or international affiliation does not automatically give someone a right to settle in another country.

Banking needs the same attention. A second passport is part of the customer's profile, not an account-opening guarantee. Decide what services you need and where, then check the institution's requirements.

If the immediate outlay is decisive, request full quotations for Nauru and São Tomé routes for which you qualify, and the new Sierra Leone options once launch is confirmed. If Vanuatu is the priority, compare DSP and CIIP for your own family and discuss the practical calendar.

Make the final decision after four checks: applicant eligibility, complete cost, legal basis and usefulness of the result. A low price can then remain an advantage without becoming the only reason to proceed.
