How much does Vanuatu citizenship cost in 2026?
FORMA FLAGA's DSP package for one applicant is $145,000. It covers the programme contribution, checks, document translation, mandatory charges, ID and birth-certificate issuance, legal support and passport delivery. Biometrics are not included: $1,000 per person is paid locally.
This is a FORMA FLAGA package, not a standalone government tariff. The figures below are complete package offers rather than a breakdown of individual charges. We agree the applicants and services in the contract before payment.
Citizenship approval and passport issuance are separate stages. The file is checked and considered first; the passport follows the grant of citizenship. Paying for a package does not guarantee approval.
Package totals for an individual and a family
All figures are FORMA FLAGA offers in US dollars, not separate government tariffs. We verify each person's eligibility and the programme conditions before signing. Biometrics remain a separate payment.
| Applicants | Package total | Programme |
|---|---|---|
| One applicant | $145,000 | DSP |
| Two eligible applicants | $165,000 | DSP |
| Three eligible applicants | $180,000 | DSP |
| Four eligible family members | $180,000 | CIIP |

What is included in the package?
The package includes the agreed application costs listed below; we do not add them a second time to the total. Your family's precise document and service list is confirmed before the contract is signed.
Biometrics are excluded: $1,000 per person is paid locally. If attendance requires travel, confirm the location, appointment date and personal transport and accommodation costs in advance.
- The programme contribution and mandatory government charges for the agreed application.
- Due diligence, document preparation and translation.
- Local agent work and legal support throughout the procedure.
- ID, birth-certificate and passport issuance after citizenship is granted.
- Passport delivery.
When should a family consider CIIP?
For four eligible family members, we offer CIIP — the Capital Investment Immigration Plan — at $180,000 excluding biometrics. It has an investment component and is not a DSP package for four people.
The Citizenship Commission's December 2024 CIIP announcement identifies a $50,000 investment component. Before contracting, review the chosen project's current documents: where the money goes, the required holding period and the conditions for exit.
A possible repayment is not a discount on today's payment. Do not deduct it from the initial budget or treat it as a guaranteed future receipt. Investment terms and risk must be assessed separately from the citizenship decision.
Three family-budget examples
These are planning examples, not stories of passports issued to clients. They show how the choice changes with family composition.
One applicant: the DSP package is $145,000, plus $1,000 for biometrics paid locally. We first review programme suitability and source-of-funds evidence.
A couple with one child: the DSP package for three eligible applicants is $180,000. Biometrics are additional for each person. The child's age and relationship documents are checked before contracting.
A couple with two children: the CIIP package for four eligible applicants is $180,000 excluding biometrics. The family receives the investment-component explanation before payment. An adult child's inclusion requires a separate eligibility check.
Payment stages: from initial review to passport delivery
Start with a free 30-minute consultation and outline your family, nationalities and country of residence. We then confirm programme suitability and agree the contract and documents. The payment schedule should be clear before the first transfer.
The contract identifies every payment's recipient, purpose and refund conditions if the application is refused or work stops. Checks and preparation may be payable before the Commission's decision; do not assume the entire budget is needed only after approval.
FORMA FLAGA's planning estimate for preliminary approval is up to four weeks. This is neither a passport-delivery deadline nor a guaranteed decision date. Citizenship formalities, biometrics and delivery follow. Your calendar is agreed after document review; further requests and government decisions can affect timing.
What to ask before signing
Disclose every applicant's nationalities, children's ages and country of residence. Confirm who qualifies, what evidence is required and where biometrics can be collected.
Match the contract to the offer: the US-dollar total, included services, separate biometrics, payment calendar and refund conditions. Confirm who pays bank charges and the certification costs for each document; these points should not remain an oral understanding.
For CIIP, also request the investment project's documents and exit terms. Only then can offers be compared on the same basis rather than by their headline starting price.
Frequently asked questions
How much is Vanuatu citizenship for one applicant?
FORMA FLAGA's DSP package is $145,000 including the listed services and mandatory payments for the agreed file. Biometrics are excluded: $1,000 is paid locally. The contract fixes the package price and scope.
What does Vanuatu citizenship cost for a family of four?
The CIIP package is $180,000 for four eligible applicants. Biometrics cost a separate $1,000 per person locally. Family eligibility and the investment terms are checked before contracting.
Is due diligence charged on top?
Due diligence is included in the stated FORMA FLAGA package and is not added again to the total. Its payment timing is specified in the contract.
Will the $50,000 CIIP investment be repaid?
The possibility, timing and amount depend on the current project documents. We do not promise unconditional repayment. Budget for the full initial package amount.
How long does a Vanuatu passport take?
Our estimate of up to four weeks concerns preliminary approval, not guaranteed passport issuance. Citizenship formalities, biometrics and delivery follow. Timing depends on checks, documents and government decisions.
Are all payments made after preliminary approval?
No. Preparation, checks and some programme payments precede the Commission's decision. The balance follows the contract and official approval letter.
