Start with the outcome
A passport and a residence permit solve different problems. Vanuatu gives you a second nationality. Greece can give you a place to live. A visa-exempt Caribbean passport may make short trips easier, but it does not give you residence in Europe.
Eligibility, costs and travel
Who can apply?
Greece’s 21 April 2026 clarification confirms the suspension of new investor-residence cases for Russian and Belarusian citizens and separately discusses multiple nationalities. A Vanuatu passport is not automatic eligibility. Ask Greek counsel to review all citizenships, existing permits and family members before paying. Each Caribbean programme has its own restrictions. Check nationality, birthplace and residence separately.
Greece calls the status a permanent investor residence permit, but the card is issued for five years and must be renewed. Family eligibility can include qualifying spouses or partners, children and parents; check the rules for each person.
What does it cost for one person or a family?
The family example is two adults and children aged 12 and 15. Antigua’s figures include the investment, processing and due diligence, but not passport or other costs. The Greek €17,000 allowance is illustrative: €7,725 for transfer tax and municipal levy if the normal regime applies to a €250,000 taxable value; €2,016 for one investor under the change-of-use procedure; and a €7,259 reserve for the notary, registration, checks and advice. Budget family fees and ongoing ownership costs separately.
Do not add USD and EUR without an exchange rate. A contribution to a government fund is non-refundable. A qualifying property remains an asset, but its resale value is not guaranteed.
| Route | One applicant | Family of four |
|---|---|---|
| Vanuatu · Forma Flaga package | $145,000 + $1,000 = $146,000 | $180,000 + $4,000 = $184,000 under CIIP, if all qualify |
| Antigua and Barbuda · fund | $230,000 + $10,000 + $8,500 = $248,500 | $230,000 + $20,000 + $17,500 = $267,500 |
| Antigua and Barbuda · approved property | From $300,000 + $10,000 + $8,500 = $318,500 | From $300,000 + $20,000 + $17,500 = $337,500 |
| Greece · qualifying property | €250,000 + illustrative €17,000 = €267,000 | Same property threshold; budget family fees separately |

Timing, appointments and source of funds
Ask for a timeline from the start to the passports or residence cards in hand, not just to preliminary approval. For Greece, count the property selection, closing, filing and biometrics separately. Vanuatu and St Kitts and Nevis both list overseas enrolment locations; confirm availability before booking.
For a sale of company shares, bring evidence of ownership, the sale agreement and the bank trail. For crypto funds, check what records the reviewing parties accept. If a company buys the Greek property, confirm the ownership structure against programme rules before committing.
Schengen access and the risk of change
A visa-exempt Caribbean passport can enable short Schengen visits, normally up to 90 days in any 180. Vanuatu citizenship has no Schengen waiver. With a valid Greek residence card and passport, you can live in Greece and make short visits elsewhere in Schengen, not relocate across the EU.
The EU can review visa waivers for countries with investment citizenship programmes; that is not an announcement that all Caribbean waivers will end on a particular date. The UK’s December 2025 visa requirement for Nauru is an example of a change, not a Schengen decision.
Property, work and taxes
What might a €250,000 flat earn?
In an illustrative Athens example, €750 a month for ten occupied months yields €7,500, or 3% gross. If the entire illustrative taxable amount falls in the 15% band, €1,125 of tax leaves €6,375, about €531 a month averaged across the year before running costs. That is not a net yield or a guarantee. If an offer quotes 4%, ask who pays, what the percentage applies to and what costs are excluded.
Family life, business and work rights
Imagine a family choosing between Athens and Madeira based on an English-language school, airport access and a home they actually want to live in. A Greek permit helps if Greece is the answer. It does not provide access to employment; company roles and bank accounts need separate checks.
Grenada can be relevant to a separate US E-2 visa strategy. It is a nonimmigrant visa tied to a qualifying US business investment. A first-time applicant who acquired the relevant nationality by investment generally needs three years of continuous domicile in that treaty country before applying.
Tax residence and financial reporting
Vanuatu has no personal income tax, but citizenship does not automatically change your tax residence. Greek rental income may be taxable in Greece even for a non-resident. Ask an adviser in your country of tax residence about reporting, credits and treaty treatment.
Vanuatu and the five Caribbean jurisdictions participate in CRS. Vanuatu also appears on Russia’s automatic exchange list. For any particular account, the key questions are the bank’s jurisdiction, your tax residence and whether the relevant exchange is active.
Which route fits?
If you want a second nationality and a home base in Greece, assess the two stages together. First confirm eligibility and who can join the application, then budget and review property. If the real goal is short trips or a business in the US, examine those travel or visa rules directly.
