Start with comparable figures, not two headline prices
The Vanuatu Citizenship Office's published DSP table gives $130,000 for one applicant. Antigua and Barbuda's official citizenship unit lists a National Development Fund minimum of $230,000 and separately identifies processing and due-diligence charges.
The difference between those base figures is $100,000. It is not a promise of the same saving on a completed application: family composition, checks, documents and advisory services change the total. This compares two specific routes, not a uniform Caribbean price.

| Base figure in this example | $130,000 — one applicant | From $230,000 |

Ask for quotations in the same format
An inclusive service package cannot fairly be compared with a government contribution alone. Give both advisers the same applicant list and request the same cost categories. Ask who receives each payment as well as how much it is.
FORMA FLAGA publishes a separate Vanuatu family-cost guide covering DSP and CIIP calculations. Here the task is different: make competing programmes comparable without charging the same item twice.
- Programme contribution and mandatory government payments.
- Checks for the principal applicant and other participants.
- Document preparation, translation, certification and delivery.
- Legal and agent services, biometrics and any required travel.
- Additional-request expenses and refund conditions.
Do not price visa-free travel as a permanent feature
If a Caribbean passport's principal value to you is short European travel, assess the purchase under a less favourable visa scenario too. This is a resilience check, not a prediction that access must end.
Vanuatu's European visa exemption has already ended. Its lower contribution matters only if the passport meets a genuine objective without visa-free Schengen access. It would be wrong to claim Vanuatu cannot face further European restrictions or that its other advantages are protected forever.
For Russian-speaking families, check nationality rather than language
Language is not nationality. A Russian-speaking family may hold different passports, live in different countries and have different income sources. It is wrong both to assume that Caribbean routes accept everyone who speaks Russian and to exclude every Russian-speaking person automatically.
Before comparing polished tables, obtain a review of the actual programme's current restrictions. Another passport does not remove the need to disclose other nationalities, previous refusals or the source of funds. We do not suggest concealing this information.
- All applicants' citizenships and how they were acquired.
- Current and previous residence where requested.
- Family relationships, ages and the basis for including relatives.
- The origin of capital and its path to the recipient.
- Visa refusals, investigations and matters requiring an explanation.
Three situations that can lead to different decisions
An entrepreneur wants another citizenship, not an EU move. A lower complete Vanuatu budget may be valuable if the applicant is eligible and the passport supports the intended travel and family plans.
A family is buying a solution solely for Europe. It should compare not only citizenship programmes but a separate residence route. A qualifying Greek property and residence permit solve a different problem; they are not simply a cheaper or direct substitute for a passport.
An applicant already has a Caribbean file in progress. Switching means another assessment and possible non-refundable costs. Establish what happens to money already paid and the existing file before calculating a move. These are planning scenarios, not client success stories.
When can Vanuatu reasonably be called better value?
When three conditions hold together: the programme accepts your application, the complete budget is lower than a comparable alternative, and the status remains useful without promised European visa-free travel. A low entry threshold alone is not enough.
Bring a list of objectives to the consultation: where to live, where to travel, whom to include and how much capital you can commit without harming other plans. That produces a useful decision rather than another ranking of the 'strongest' passports.
Frequently asked questions
Is Vanuatu cheaper than every Caribbean programme?
One example cannot establish that. This article compares published base contributions for Vanuatu DSP and Antigua NDF. A decision requires current complete quotations for the same applicants.
Why is the $100,000 difference not necessarily my saving?
It is the difference between base contributions, not final quotations. Checks, documents, agent services, biometrics and family composition can differ.
Can I choose using the number of visa-free countries?
List the destinations you actually need and check each entry regime. Headline counts may combine visa-free entry, visas on arrival and electronic authorisations; none is guaranteed forever.
Will a second passport automatically secure a bank account?
No. Do not include guaranteed account opening in the expected benefit. Each bank performs its own checks, and citizenships and source of funds must be disclosed accurately.
